Doelstellingen
Human Resource Management is a major topic in the management of personnel and organisation. The course will provide some insights in the most important trends which direct personnel management towards a strategic Human Resource Management.
Students are supposed to understand the basic and actual developments in the management of personnel in an organization, and are confronted with some practical Human Resource Management systems, which are currently applied in companies and public organizations. We will also pay attention to some cultural aspects of Human Resource Management systems and practice with the aim to understand European approaches in the management of personnel and organization

Leerinhoud
1. Personnel Management and Human Resource Management: What’s the difference?
A short historical overview of traditional personnel management towards a strategic Human Resource Management. Some theoretical insights into a Human Resource Management approach.

2. Strategic Human Resource Management: more strategy and less administration
Some theoretical notions about strategic Human Resource Management and the role of the personnel manager as a strategic business partner within the organization. Some examples of public organizations and their strategic Human Resource Management plans will serve as best cases in Human Resource Management.

3. The instruments of Human Resource Management: a professional toolbox for Human Resource Managers.
- The recruitment of talent in an organization. Some elements of recruitment and selection of new employees.
- Human Resource Management and motivation: how can we develop a work design which takes into consideration some motivational theories of Herzberg, Locke, and others.
- Performance Management: an overview of performance management practices such as job description, individual goal setting, coaching, evaluation and rewarding. Examples of good practices in individual performance management
- Competency Management: an overview of competency management models in Human Resource Management. Exercises in setting up a competency profile for the selection process, based on a list of existing competencies and the use of a competency framework and competency dictionary

4. The professionalization of the Personnel Manager: towards a Human Resource Manager
The changing role of the Human Resource Manager in the organization. Comparative analysis of Human Resource Management in a European perspective (based on the Cranfield studies) Why is Human Resource Management so important for companies and public organisations in the near future. Some theoretical remarks and discussion

1) Critical insight in the development of personnel management toward a strategic Human Resource Management.
2) Insight in some Human Resource Management techniques, and being able to apply these techniques.

Onderwijsvormen
Class time will be a mixture of lectures and discussions. A number of topics, such as a competency based selection system, and the methods of motivating employees, will be examined in their practical details.
Weekly sessions of two hours.

Evaluatievorm
The grade will be based on an oral exam.
